Assalamu'alaykum,

I am humbled and honored to be addressing you as AMC's first-ever Executive Director.

While 2025 has been a milestone for AMC as an organization, it has also seen the development of unforeseen hardships and stresses for Muslim chaplains. With the unprecedented series of events that have unfolded in 2025 in the United States, the work of chaplains has become that much more necessary and, at the same time, more difficult.

Education chaplains in particular are facing challenge after challenge in the campus setting with the crackdown on free speech and individual liberties. Healthcare chaplains, who are an increasingly valuable part of patient care, are working in conditions that are fraught for patients and chaplains alike. The arbitrary and illegal detention of members of our communities — including our brother Ayman Soliman — is putting an unbearable strain on individuals and communities. Military chaplains are on edge with the possibility of conflicts and subsequent deployment imminent. Chaplains in communities and institutions across the country are experiencing increased levels of stress, tension and fear.

Looking back, it's difficult to fathom how far things have come even since the final days of 2025. In the inevitably difficult times ahead, chaplains will be called on to serve in situations that we have yet to imagine. With the help and guidance of Allah, AMC commits to standing with and for our members to support them through the difficult times ahead.

May Allah guide us to serve and support one another while striving for justice and well-being for our communities. Ameen.

Message from the President

As-salaamu alaikum,

Alhamdulillah, 2025 reminded us why Muslim chaplaincy matters. Across prisons, campuses, hospitals, the military, and community institutions, our members showed up for people in vulnerable moments. Much of this work happens quietly, but its impact is real.

This year also affirmed the importance of AMC's mission. Our strategic plan strengthened professional standards and deepened our institutional capacity. We made key investments in staffing, built stronger partnerships, and saw more institutions turn to AMC for guidance on professional Islamic chaplaincy. We are grateful to the donors who understand the importance of this work.

As our Executive Director Zakia outlines in her message, 2026 will focus on raising awareness and expanding our reach. That growth depends on continuing to build the infrastructure that supports our chaplains. Everything we accomplished this year flowed from that commitment.

To our chaplains, your steady presence and service are the heart of AMC. May Allah bless your efforts and grant you ease wherever you serve.

Strategic Vision

2025 Board Strategic Planning Retreat

AMC Executive Director, Zakia Haque, led an intense two-day strategic planning session, in which our board tackled urgent questions, both old and new, with renewed energy and intention and made important decisions about the direction of AMC in 2026 and beyond.

What changed

The AMC board has shifted the responsibility for developing programming for members from a volunteer committee to AMC's Executive Director and Operations Manager.

How it was formalized

This change was formally amended in our by-laws through a member vote during our annual members meeting.

The goal

Regular programming that will build the skills and abilities of our members to support their work as chaplains.

Partnerships Across Chaplaincy

Through the tireless efforts of volunteers, AMC is recognized and respected throughout the professional chaplaincy community. Our goal moving forward is twofold:

Solidify relationships into formal partnerships to support Muslim chaplains and Muslim care seekers

Undertake research and develop resources to advance this support

Position AMC as the subject matter expert on the needs of Muslim chaplains and Muslim careseekers

2025 Annual Members' Meeting

The 2025 Annual Members' meeting was held on February 16, 2025. 64 members joined the AMC board of directors to receive an update from AMC leadership. Members raised the need for greater participation and involvement of Muslim chaplains with chaplaincy organizations like APC, ACPE, NACC, etc., which is one of our strategic priorities for 2026.

AMC lost 16 members in 2025, with a dozen of those leaving chaplaincy altogether. We also lost our brother Nehal Shah, may Allah have mercy on him. 38 new members joined during 2025, with the conference providing the single biggest entry point.

Healthcare chaplains gathered several times in 2025, including to discuss institutional/managerial issues, to prepare for APC conference presentations, and for connection and comfort at the detention of fellow chaplain and AMC member Ayman Soliman.

The education cohort struggled through a tough 2025, both within AMC as well as with their work as chaplains. Given the challenges facing education chaplains in their increasingly tough roles, the role of VP of Education Chaplains changed 3 times in 2025. Alhamdulillah, we are grateful to have Hanaa Unus in that role now.

Thanks to a generous gift from Hidayah.us, AMC was able to provide Ayaat-A-Day lifetime calendars to our Education Chaplains. The beautiful calendars from Hidayah provide inspiring Qur'anic lessons and are filled with Islamic art and imagery. It was a small token of appreciation for our Education chaplains' hard work and dedication to their field and AMC.

The community cohort has been meeting for “huddles” monthly for most of 2025. Our cohort met monthly on the first Wednesday of each month April–Dec (9 of 12 months). We averaged 4 people per huddle (2–8 in range). The huddle space is one that our cohort looks forward to for peer support. We spend a good amount of time checking in with one another, before diving deep into a topic that surfaces within the group. We did feature some peer-to-peer trainings at our huddles on Third Spaces, Convert Care, and Grief Group Facilitation led by our member-experts.

The corrections cohort continued to provide regular support and connection to member chaplains in 2025. The final huddle of the year, held in the last week of December, was in response to the tragic alleged suicide of a Muslim chaplain in New York, offering connection, comfort and guidance to chaplains seeking answers in the aftermath of a devastating tragedy. The corrections cohort also held several special programs with guest speakers for the cohort.

A generous donation by Celebrate Mercy of the book Al Shama'il Al Muhammadiyya was sent to and distributed by corrections cohort VP Salahuddin Muhammed to 50 incarcerated Muslims. According to Chaplain Salahuddin, “The book has been a profound source of inspiration for the Muslim inmates. It beautifully captures the noble characteristics of our beloved Prophet Muhammad (peace be upon him), reminding us of the mercy, compassion, and integrity that he embodied. Through its pages, they have found guidance that helps them navigate the challenges of confinement.”

In 2024, AMC was thrilled to report a significant event for military chaplains: the publication of the military edition of the Quran which includes commentary and aesthetics that are uniquely relevant to the lives of Muslims serving. In 2025, a new version was published that included a foreword by Major Ryan Carter, our VP of military chaplains.

The military edition of the Qur'an — along with a mint-flavored miswak, prayer beads, prayer mat with compass, and du'a cards for the Muslim warrior — was included in care packages that will be sent out to military chaplains in 2026 Insha'Allah. To VP Ryan Carter, “the importance of keeping your head up in difficult and trying times is the hallmark of a military chaplain. We are living in very uncertain times, and Muslims are and will continue to serve, and as long as that is the case, we will always need the chaplain on the front lines.”

Professional Development & Programming

Building skills and capacity for Muslim chaplains across every sector

AMC's programming priorities remain the same: informed by feedback from AMC members through a 2024 member survey, our current programming strives to fill in gaps in training and skills that chaplains may have, given the varied pathways by which chaplains arrive at their positions and the diversity of ways in which they are called to practice.

Through member Ayman Soliman, AMC collaborated with the Initiative on Islam and Medicine on a Mosque-Based Health Education & Research Tools workshop hosted by Bayan Islamic Graduate School to equip Muslim community leaders with tools to facilitate programming at their masajid.

AMC chaplains were represented among 500–600 multi-faith chaplains at the Association of Professional Chaplains (APC) Conference in Minnesota through attendance, participation in the Conference Planning Committee (Chaplain Kuaybe Noor and Chaplain Jaye Starr), and leading several workshops. ICMC Conference

Roughly 100 attendees from across Europe, Japan, Malaysia, Singapore, Turkey, the USA, and Canada gathered at the University of Fribourg for Muslim Chaplaincy: Practice, Research and Recognition. Dr. Harvey Stark shared from his research looking at concepts of identity of American Muslim Chaplains, and Dr. Ingrid Mattson highlighted the importance of AMC's code of conduct in her keynote.

Singapore

MUIS Singapore

As Singapore's Muslim leadership with MUIS looks to roll out chaplaincy, they undertook a close study of how Islamic chaplaincy is structured in different countries. During a tour of the United States they met with AMC representatives Chaplains Samsiah Abdul-Majid and Sakinah Alhabshi, a conversation that continued when MUIS and AMC reunited at the June conference in Switzerland. More recently, AMC President Chaplain Dr. Joshua Salaam was invited to Singapore to present on Islamic chaplaincy at a conference with national leadership.

Partnerships & Collaborations

Building meaningful relationships to advance Islamic chaplaincy

Endorsement

The number of endorsement agencies for Muslim chaplains has significantly increased over the past few years, however there is significant disparity in the quality. Looking at requirements, process, transparency, and endorsee experience, AMC is looking to help support quality improvement. Preliminary meetings have been arranged with several endorsement agencies, and we've revised our MOU with the Muslim Endorsement Council (MEC) to include collaboration around shared goals, including encouraging education chaplains to seek endorsement.

Consultative Partners

AMC is seeking to position itself as an accessible subject matter expert on spiritual care for Muslims such that other organizations know they can turn to AMC for resources, guidance, or speakers. Through coordination with leading institutions, AMC aims to provide resources for chaplaincy students as well as expertise and experience to seminary administrators and educators. This year we've added Huron University, led by Dr. Ingrid Mattson. Additionally, we are in conversation with American Islamic College (AIC), The Islamic Seminary of America (TISA) and Bayan Islamic Graduate School about collaboration around professional development programs.

Research Collaboration

In collaboration with Hartford International University for Religion and Peace (HIU), AMC submitted a grant proposal for a spiritual care assessment tool specific to Muslims. Conversations were also held with Chaplaincy Innovation Lab around a white paper on Muslim CPE students.

Community Support & Fundraising

AMC has entered a new phase in the growth and development of the organization thanks to generous grants from two anonymous funders to support the hiring of a full-time Executive Director. In February 2025, at the invitation of foundations interested in advancing Islamic chaplaincy, a group of AMC members participated in a strategic planning session related to chaplaincy in higher education in Chicago along with Muslim Campus Life. Hosted by Catholic Theological Union, conversations were held pertaining to chaplaincy competencies, challenges, opportunities and obstacles for advancing college chaplaincy. As a result of this gathering, AMC was able to secure funding for a full-time Executive Director position for three years.
